Born on September 24, 1966, in Stockholm, Sweden, Hartelius grew up in a family of musicians. Her father was a conductor, and her mother was a singer, which meant that music was always a part of her life. Hartelius began her musical training at a young age, studying piano and violin before eventually focusing on singing. She attended the Royal College of Music in Stockholm, where she studied under the tutelage of Kerstin Meyer, a famous Swedish mezzo-soprano. One of Hartelius's early breakthroughs came in 1993 when she won the prestigious Queen Sonja International Music Competition in Oslo, Norway.
