He was born on December 22, 1924, in Brussels, Belgium. His father was a music teacher, and his mother was a pianist. Octors grew up in a musical family and started playing the piano at a young age. He showed a keen interest in music and began composing his own pieces when he was just a teenager. Octors studied at the Royal Conservatory of Brussels, where he received a degree in composition and conducting. He also studied with renowned conductors such as Hermann Scherchen and Pierre Monteux. After completing his studies, Octors began his career as a conductor, working with various orchestras in Belgium and other parts of Europe. One of Octors' most significant achievements was his appointment as the principal conductor of the Belgian National Orchestra in 1958. He held this position for over a decade and helped to establish the orchestra as one of the finest in Europe. During his tenure, Octors conducted numerous concerts and recordings with the orchestra, including performances of works by Beethoven, Brahms, and Mahler. Octors was also a prolific composer, and his works were performed by many orchestras and ensembles around the world. His compositions were known for their innovative use of harmony and rhythm, and he often incorporated elements of jazz and other popular music styles into his works.
