Born on February 2, 1952, in Romford, Essex, England, Halley grew up in Ottawa, Canada, where he began his musical training at an early age. He started playing the piano when he was just four years old and later learned to play the organ, which became his primary instrument. Halley's musical talent was evident from a young age, and he quickly became known for his exceptional skills as a pianist and organist. He studied music at the University of Ottawa and later at the Juilliard School in New York City, where he earned a degree in piano performance. During his time at Juilliard, Halley became interested in choral music and began conducting choirs. He also worked as a choral conductor, leading several choirs in the city. In 1977, Halley joined the Paul Winter Consort, a jazz ensemble that blended elements of classical, world, and jazz music. During his time with the Paul Winter Consort, Halley became interested in world music and began incorporating elements of African, Brazilian, and other musical traditions into his compositions. In 1982, Halley left the Paul Winter Consort to pursue a solo career as a composer and performer. He released his first solo album, "Sound Over All Waters," in 1985, which featured his compositions for choir, piano, and organ.
