Born in Belgium in 1955, Peelman grew up in a family of musicians and was exposed to music from a young age. His father was a conductor and his mother was a singer, and they both played a significant role in shaping his musical career. Peelman began his musical training at the Royal Conservatory of Brussels, where he studied piano and conducting. He later went on to study at the Sweelinck Conservatory in Amsterdam and the Royal Conservatory of The Hague. After completing his studies, Peelman began his career as a conductor, working with several orchestras in Europe.
