Born in Winnipeg, Manitoba, on August 16, 1963, Hoeppner grew up in a family of musicians. Her father was a violinist, and her mother was a pianist. From a young age, Hoeppner showed a keen interest in music and began playing the flute at the age of nine. She went on to study at the University of Toronto, where she earned a Bachelor of Music degree in 1985.
