Born on June 14, 1934, in Ogden, Utah, Ottley grew up in a family that valued music and encouraged his passion for it. He began his musical journey at a young age, learning to play the piano and singing in his church choir. Ottley's love for music continued to grow, and he pursued his education in the field. He attended Weber State University, where he earned a Bachelor of Music degree in 1956. He then went on to study at the University of Utah, where he received a Master of Music degree in 1958. During his time at the University of Utah, Ottley was a member of the Utah Symphony Chorus and the Mormon Tabernacle Choir. After completing his education, Ottley began his career as a music educator. He taught at various schools in Utah, including Granite High School and Brigham Young University. In 1974, he was appointed as the conductor of the Mormon Tabernacle Choir, a position he held for over 20 years. Under Ottley's leadership, the Mormon Tabernacle Choir achieved great success and gained international recognition. He conducted the choir in numerous performances, including concerts at Carnegie Hall, the Kennedy Center, and the Royal Albert Hall in London. He also led the choir in several recordings, including the Grammy Award-winning album "The Mormon Tabernacle Choir Sings Christmas Carols." In addition to his work with the Mormon Tabernacle Choir, Ottley has conducted many other orchestras and choirs throughout his career. He has worked with the Utah Symphony, the San Francisco Symphony, and the Los Angeles Philharmonic, among others. He has also conducted choirs in Europe, Asia, and South America. Ottley's contributions to the world of classical music have not gone unnoticed. He has received numerous awards and honors throughout his career, including the Utah Governor's Award for the Arts, the Distinguished Service Award from the University of Utah, and the Silver Beaver Award from the Boy Scouts of America. He has also been inducted into the Utah Music Educators Association Hall of Fame and the Utah State University Caine College of the Arts Hall of Fame.
