Born on September 22, 1939, in London, England, Milne showed an early interest in music and began playing the piano at the age of five. Milne's musical education began at the Royal Academy of Music in London, where he studied under the tutelage of Harold Craxton. He later continued his studies at the Moscow Conservatory, where he was taught by Yakov Flier.
