He was born on August 3, 1948, in Washington, D.C. and grew up in a family that valued music. His father was a professional musician, and his mother was a music teacher. As a result, Shafer was exposed to music at a young age and developed a passion for it. Shafer began his musical journey by learning to play the piano and the trumpet. He later went on to study music at the University of Maryland, where he earned a Bachelor of Music degree. He then pursued a Master of Music degree at the Catholic University of America. After completing his studies, Shafer began his career as a conductor. He served as the music director of the Washington Choral Arts Society from 1970 to 1985. During his tenure, he led the choir in numerous performances, including the world premiere of Leonard Bernstein's "Missa Brevis" and the U.S. premiere of Krzysztof Penderecki's "Credo." In 1985, Shafer was appointed as the director of choral activities at the University of Maryland. He held this position for over 30 years and was instrumental in building the university's choral program into one of the best in the country. Under his leadership, the university's Chamber Singers and Concert Choir won numerous awards and performed at prestigious venues such as the Kennedy Center and Carnegie Hall. Shafer's contributions to the world of music have not gone unnoticed. He has received numerous awards and honors throughout his career. In 1999, he was awarded the Maryland State Arts Council's Individual Artist Award for Music Composition. In 2003, he was inducted into the American Choral Directors Association's Hall of Fame. In 2015, he received the University of Maryland's President's Medal, which is the highest honor bestowed by the university.
