Millard grew up in a family of musicians, and his father was a professional bassoonist. He studied at the University of British Columbia, where he earned a Bachelor of Music degree in 1981. He then went on to study at the Juilliard School in New York City, where he earned a Master of Music degree in 1983. He joined the Vancouver Symphony Orchestra in 1983 and quickly established himself as one of the leading bassoonists in the country.
