Born in London, England, in 1965, Over showed an early interest in music and began playing the piano at the age of six. He went on to study music at the Royal College of Music in London, where he received a Bachelor of Music degree in 1986. After completing his studies, Over began his career as a pianist and conductor, performing in various concerts and recitals across the UK and Europe.
