Born on November 7, 1959, in Poughkeepsie, New York, Lockhart grew up in a family that valued music. His father was a music teacher, and his mother was a pianist. Lockhart began playing the piano at a young age and showed a natural talent for music. Lockhart attended Furman University in Greenville, South Carolina, where he earned a Bachelor of Music degree in piano performance. He then went on to study conducting at Carnegie Mellon University in Pittsburgh, Pennsylvania, where he earned a Master of Fine Arts degree. Lockhart's career as a conductor began in 1984 when he was appointed the associate conductor of the Cincinnati Symphony Orchestra.
