Margo Kõlar was born in 1961 in Tallinn, Estonia. He began his musical education at a young age, studying piano and composition at the Tallinn Music High School. After completing his studies, Kõlar went on to study composition at the Estonian Academy of Music and Theatre. During this time, he became interested in the traditional folk music of Estonia and began incorporating these elements into his compositions.
