He was the youngest of three children born to a family of musicians. His father was a violinist, and his mother was a pianist. From a young age, Hoher was exposed to classical music and began playing the piano at the age of four. Hoher's talent for music was evident from an early age, and he began taking piano lessons with his mother. He quickly progressed and began performing in public at the age of six. By the time he was ten, he had won several local competitions and was recognized as a prodigy. Hoher continued his musical education at the Vienna Conservatory, where he studied under some of the most renowned piano teachers in the world. He graduated with honors and went on to pursue a career as a concert pianist. Hoher's career took off in the early 1990s when he won the prestigious International Piano Competition in Leeds, England. This victory catapulted him to international fame, and he began performing in some of the world's most prestigious concert halls. Hoher's performances were known for their technical brilliance and emotional depth. He was particularly renowned for his interpretations of the works of Beethoven, Chopin, and Liszt.
