Born on June 30, 1978, in Seoul, South Korea, O'Neill began his musical journey at a young age, showing a natural talent for the viola. O'Neill's family moved to the United States when he was six years old, and he began studying the viola with renowned teacher Dorothy DeLay at the Juilliard School in New York City. He quickly gained recognition for his exceptional talent, winning numerous competitions and awards, including the prestigious Avery Fisher Career Grant in 2003. Throughout his career, O'Neill has performed with some of the world's most renowned orchestras, including the New York Philharmonic, the London Symphony Orchestra, and the Seoul Philharmonic Orchestra.
