Born on July 30, 1949, in Vancouver, British Columbia, Louie grew up in a family that valued music and the arts. Her father was a violinist, and her mother was a pianist, so it was natural for Louie to develop an interest in music at a young age. Louie began her musical education at the age of four, studying piano with her mother. She later studied with Jean Lyons and Winifred Scott Wood at the Vancouver Academy of Music. In 1968, she moved to Toronto to attend the University of Toronto, where she studied composition with John Weinzweig and piano with William Aide. She graduated with a Bachelor of Music degree in 1972 and went on to pursue a Master of Music degree at the same institution. During her time at the University of Toronto, Louie was exposed to a wide range of musical styles and traditions, including the music of the Second Viennese School, the French Impressionists, and the American Minimalists. Her first major composition, Music for a Thousand Autumns, was written in 1976 for a large ensemble of traditional Chinese instruments.
