Mulligan started singing at a young age and showed a natural talent for music. Mulligan attended Binghamton University, where he studied music and voice. He then went on to earn a Master of Music degree from the Juilliard School in New York City. During his time at Juilliard, Mulligan studied under the tutelage of renowned baritone John Del Carlo. Mulligan's career as a professional singer began in 2003 when he made his debut with the San Francisco Opera in the role of Schaunard in Puccini's La bohème.
