Born on January 17, 1940, in Rome, Italy, Panni was raised in a family of musicians. His father, Luigi Panni, was a composer and conductor, and his mother, Maria Teresa Garatti, was a pianist. From a young age, Panni was exposed to the world of music and began to develop a passion for it. Panni began his formal music education at the Conservatory of Santa Cecilia in Rome, where he studied composition and conducting. He later continued his studies at the Accademia Nazionale di Santa Cecilia, where he studied under the guidance of renowned composers such as Goffredo Petrassi and Franco Donatoni. In the early years of his career, Panni worked as a composer and conductor for various Italian opera houses, including the Teatro dell'Opera di Roma and the Teatro alla Scala in Milan. He also worked as a conductor for the Orchestra Sinfonica Nazionale della RAI, one of Italy's most prestigious orchestras. Panni's breakthrough as a composer came in 1972, when his opera "La Metamorfosi" premiered at the Teatro dell'Opera di Roma. The opera, based on Franz Kafka's novel "The Metamorphosis," was a critical and commercial success, and established Panni as one of Italy's leading composers. Throughout his career, Panni composed a wide range of works, including operas, ballets, symphonies, and chamber music. His music was known for its lyrical beauty, emotional depth, and innovative use of harmony and rhythm.
