The group was founded in 1990 by conductor and composer Vyacheslav Shadrin in Novosibirsk, Russia. Shadrin, who was born in 1956 in the Siberian city of Kemerovo, began his musical career as a pianist. He later studied choral conducting at the Novosibirsk State Conservatory, where he developed a deep appreciation for the rich musical traditions of his native Siberia. Shadrin was particularly drawn to the haunting melodies and intricate harmonies of Siberian folk music, which he felt had been largely overlooked by the classical music world. In 1990, Shadrin founded the New Siberian Singers with the goal of bringing Siberian folk music to a wider audience. The group consisted of 12 singers, all of whom were trained in classical choral singing but also had a deep understanding of Siberian folk music. Shadrin arranged traditional folk songs for the group, incorporating complex harmonies and vocal techniques that were unique to Siberian music. The New Siberian Singers quickly gained a reputation for their innovative approach to choral music. They performed extensively throughout Russia, and in 1992 they made their international debut at the Festival of World Sacred Music in Fes, Morocco. The group's performance was a sensation, and they were invited to perform at festivals and concerts throughout Europe and Asia. One of the New Siberian Singers' most memorable performances took place in 1994, when they performed at the Vatican for Pope John Paul II.
