He was the son of a Jewish immigrant who worked as a tailor. Livingston grew up in a musical family, and his mother was a pianist who taught him how to play the piano at a young age. He attended the University of Pennsylvania, where he studied music and played in a jazz band. Livingston began his career as a songwriter in the 1930s, working with lyricist Ray Evans. The duo wrote songs for films and musicals, including the hit song "Mona Lisa" for the film Captain Carey, U.S.A. in 1950. The song won an Academy Award for Best Original Song and became a hit for Nat King Cole. Livingston and Evans continued to write songs for films throughout the 1950s and 1960s, including "Que Sera, Sera (Whatever Will Be, Will Be)" for the film The Man Who Knew Too Much in 1956. The song won an Academy Award for Best Original Song and became a hit for Doris Day. In addition to his work as a songwriter, Livingston also composed music for films and television.
