He was born in the city of Oviedo, in the northern region of Asturias. His father was a musician, and he grew up surrounded by music. Parga studied music at the Conservatory of Madrid, where he was a student of the composer Joaquín Rodrigo. Parga's early works were heavily influenced by the music of Falla and Turina, as well as by the French Impressionists. Some of his early works include the Suite Asturiana for piano, the Danzas Españolas for orchestra, and the Canciones Asturianas for voice and piano. In the 1920s, Parga began to experiment with new forms and techniques. He also began to explore new forms, such as the ballet and the opera. One of Parga's most important works from this period is his ballet El Sombrero de Tres Picos (The Three-Cornered Hat).
