Bulla's musical education began at the Juilliard School of Music in New York City, where he studied trumpet and composition. He later attended the Eastman School of Music in Rochester, New York, where he earned a Bachelor of Music degree in trumpet performance. During his time at Eastman, Bulla also studied composition with Samuel Adler and Wayne Barlow. After completing his studies, Bulla began his career as a professional musician, performing with various orchestras and ensembles. He also worked as a music educator, teaching at the University of Cincinnati College-Conservatory of Music and the University of Miami Frost School of Music. Bulla's career as a composer and arranger began in the 1970s when he started writing music for the United States Army Band. He later worked as a staff arranger for the United States Marine Band and the United States Air Force Band. Bulla's arrangements for these ensembles have been performed at prestigious events such as presidential inaugurations and state funerals.
