Born on January 1, 1948, in Baku, Azerbaijan, Rustamov grew up in a family of musicians. His father, Uzeyir Hajibeyov, was a renowned composer and founder of the Azerbaijan State Conservatory, while his mother, Gamar Almaszade, was a pianist and music teacher. Rustamov's upbringing in a musical environment played a significant role in shaping his career as a composer. Rustamov began his musical education at an early age, studying piano and composition at the Azerbaijan State Conservatory. He later continued his studies at the Moscow State Conservatory, where he was mentored by prominent composers such as Aram Khachaturian and Tikhon Khrennikov.
