He grew up in a musical family, with his father being a church organist and his mother a singer. Welmers began his musical education at a young age, studying piano and organ with his father. He later went on to study at the Utrecht Conservatory, where he received a degree in organ performance. After completing his studies, Welmers worked as a church organist and choir director in various churches throughout the Netherlands. During this time, he also began composing his own music, drawing inspiration from the works of contemporary composers such as Olivier Messiaen and György Ligeti. Welmers' early compositions were heavily influenced by his background in church music, with many of his works featuring organ and choir. One of his most notable early works is "Choralvorspiele," a collection of organ preludes based on hymns.
