He grew up in a musical family, with his father being a church organist and his mother a pianist. Steptoe began playing the piano at a young age and showed a natural talent for music. He later studied at the Royal Manchester College of Music, where he received a degree in composition. Steptoe's early works were heavily influenced by the music of Benjamin Britten, with whom he had a brief correspondence. However, he soon developed his own unique style, which was characterized by a blend of tonal and atonal elements. His music was often described as being highly expressive and emotionally charged. One of Steptoe's most notable works is his Symphony No. 1, which was composed in 1966. The piece is divided into three movements and is scored for a large orchestra. The symphony is characterized by its use of complex rhythms and harmonies, as well as its dramatic and intense emotional content. The work was well-received by critics and helped establish Steptoe as a major figure in the British classical music scene. Another significant work by Steptoe is his opera, "The Black Monk," which was composed in 1984.
