He was born on 4th May 1909 in Lincolnshire, England, and grew up in a musical family. His father was a brass band conductor, and his mother was a pianist. Vinter started playing the cornet at a young age and later learned to play other brass instruments. Vinter's musical career began when he joined the Royal Marines Band Service in 1926. He served in the band for 12 years and rose to the rank of Bandmaster. During his time in the band, Vinter composed several pieces of music, including "Spectrum," "Triumphant Rhapsody," and "Sinfonietta." These compositions showcased his talent for orchestration and his ability to write music that was both challenging and enjoyable to play. In 1938, Vinter left the Royal Marines Band Service and became a freelance composer and conductor. He worked with several orchestras, including the BBC Symphony Orchestra, the London Symphony Orchestra, and the Royal Philharmonic Orchestra. Vinter's compositions during this period included "Symphony of Marches," "Salute to Youth," and "The Shepherd's Song." During World War II, Vinter served in the Royal Air Force as a musician and conductor. He composed several pieces of music for the RAF, including "RAF March Past" and "The Battle of Britain Suite." These compositions were performed by the RAF Central Band and other military bands. After the war, Vinter continued to compose and conduct music. He worked with the BBC Northern Orchestra and the BBC Scottish Orchestra and composed several pieces for these orchestras, including "The New Age Symphony" and "The Trumpets of the Angels." Vinter also wrote music for films and television, including the theme music for the BBC television series "Dr. Finlay's Casebook." In the 1960s, Vinter became interested in brass band music and began composing for brass bands. He wrote several pieces for the Grimethorpe Colliery Band, including "Spectrum," "Variations on a Ninth," and "James Cook, Circumnavigator." These compositions helped to elevate the status of brass band music and showcased the versatility and virtuosity of brass players. Vinter's compositions for brass bands were innovative and challenging, and they helped to push the boundaries of what was possible in brass band music. His use of complex rhythms, unusual harmonies, and unconventional instrumentation set him apart from other composers of brass band music. Vinter's most famous composition for brass band is "Spectrum," which was written in 1969. The piece is a set of variations on a theme, and each variation explores a different aspect of the brass band sound. "Spectrum" is a challenging piece to play, and it requires a high level of technical skill and musicality from the performers. Vinter's other notable compositions for brass band include "Variations on a Ninth," which is a set of variations on Beethoven's Ninth Symphony, and "James Cook, Circumnavigator," which tells the story of the famous explorer's voyages around the world.
