He was born on October 31, 1922, in Havana, Cuba, and grew up in a family of musicians. His father was a guitarist and his mother was a singer, and they both encouraged him to pursue a career in music. Portillo de la Luz began playing the guitar at a young age and quickly showed a talent for the instrument. He studied music at the Conservatorio Municipal de La Habana and later at the Escuela Nacional de Bellas Artes. He also studied composition with the renowned Cuban composer Amadeo Roldán.
