Born on August 20, 1949, in Indianapolis, Indiana, Cramer grew up in a family that valued music and encouraged his interest in the art form. He began playing the trumpet at a young age and quickly developed a passion for music that would shape his life and career. Cramer's early musical education was shaped by his experiences in the Indianapolis Public Schools music program, where he was exposed to a wide range of musical styles and genres. In 1979, Cramer was appointed as the director of bands at Indiana University, a position he held for 24 years. During his tenure, he built the Indiana University Wind Ensemble into one of the most respected and acclaimed wind ensembles in the world. Cramer's work with the Indiana University Wind Ensemble brought him international recognition and acclaim. He led the ensemble on numerous tours throughout the United States and Europe, performing at some of the most prestigious concert halls and music festivals in the world. The ensemble also recorded several critically acclaimed albums, including "The Music of Percy Grainger" and "The Music of David Maslanka." In addition to his work with the Indiana University Wind Ensemble, Cramer has also conducted a number of other orchestras and ensembles throughout his career. He has served as a guest conductor for the Tokyo Kosei Wind Orchestra, the United States Marine Band, and the Dallas Wind Symphony, among others. He has also conducted at several music festivals, including the Midwest Clinic and the World Association for Symphonic Bands and Ensembles Conference. Cramer's contributions to the world of music have been recognized with numerous awards and honors. In 1996, he was awarded the Indiana Governor's Arts Award for his contributions to music education in the state. He has also been inducted into the Indiana Music Educators Association Hall of Fame and the Phi Beta Mu International Bandmasters Fraternity Hall of Fame. In 2015, he was awarded the Midwest Clinic Medal of Honor, one of the highest honors in the world of music education.
