He was the son of a music teacher and grew up in a musical family. Bate began playing the piano at a young age and showed a natural talent for music. He attended the Royal Academy of Music in London, where he studied composition with John Ireland and piano with Harold Craxton. Bate's early compositions were influenced by the music of Debussy and Ravel, but he soon developed his own unique style. His music was characterized by its lyricism, harmonic complexity, and rhythmic vitality. Bate was also interested in the music of other cultures, and he incorporated elements of Indian and African music into his compositions. Bate's first major work was his Piano Concerto, which he composed in 1933. The concerto was well-received and established Bate as a promising young composer. He went on to compose a number of other works for orchestra, including his Symphony No. 1, which was premiered in 1938. During World War II, Bate served in the Royal Air Force and was stationed in India. While there, he became interested in Indian music and began incorporating elements of it into his compositions. His Symphony No. 2, which he composed in 1944, reflects this influence. After the war, Bate continued to compose and his music became more experimental. He began incorporating elements of serialism and atonality into his compositions, but he never abandoned his lyrical style. His String Quartet No. 2, which he composed in 1951, is a good example of this. Bate was also a respected music critic and wrote for a number of publications, including The Times and The Guardian. He was known for his insightful and thoughtful reviews, and his writing helped to promote the music of other composers. Bate's later works include his Symphony No. 3, which he composed in 1960, and his Piano Sonata, which he composed in 1963.
