Born on November 10, 1939, in Houston, Texas, Laws grew up in a musical family. His mother played the piano, and his father was a saxophonist. Laws started playing the flute at the age of 15 and quickly developed a passion for the instrument. Laws attended the Juilliard School of Music in New York City, where he studied with renowned flutist Julius Baker. He graduated in 1960 and began his professional career as a member of the New York Metropolitan Opera Orchestra. He also played with the New York Philharmonic and the Chicago Symphony Orchestra. In the 1960s, Laws began to explore jazz and other genres of music. He played with jazz legends such as Miles Davis, Herbie Hancock, and Chick Corea.
