He was the youngest of three children born to Russian-Jewish immigrants, and his parents were both amateur musicians who encouraged their children to pursue music. Foster began playing the piano at the age of four and showed exceptional talent from an early age. Foster's parents recognized his talent and arranged for him to study with local piano teachers. He made his public debut at the age of six, performing a Mozart concerto with the Pittsburgh Symphony Orchestra. Foster continued to study with various teachers throughout his childhood and adolescence, including the renowned pianist Josef Hofmann. In 1921, Foster enrolled at the Curtis Institute of Music in Philadelphia, where he studied with Hofmann and other distinguished teachers. He graduated in 1925 with a diploma in piano performance and immediately began a successful career as a concert pianist. Foster quickly gained a reputation as a virtuoso performer with a distinctive style. He was known for his technical brilliance, his expressive playing, and his ability to bring out the emotional depth of the music he played. He performed extensively throughout the United States and Europe, playing with major orchestras and appearing in recitals and chamber music concerts. One of Foster's most notable performances was his debut with the New York Philharmonic in 1931, where he played Beethoven's Piano Concerto No. 4. The performance was a critical and popular success, and Foster was praised for his "brilliant technique" and "sensitive interpretation." He went on to perform with the New York Philharmonic several more times throughout his career. Foster also had a successful recording career, making numerous recordings for RCA Victor and other labels. In addition to his performing career, Foster was also a dedicated music educator. He taught at the Curtis Institute of Music from 1929 to 1941, and later taught at the Juilliard School in New York City. He was awarded the Order of Merit by the government of Poland in 1937, in recognition of his contributions to the music of Chopin.
