His father was a violinist and his mother was a pianist, so it was natural for him to be exposed to music from a young age. Milner studied at the Royal College of Music in London, where he was a student of Charles Villiers Stanford. He also studied with Ralph Vaughan Williams and Gustav Holst. Milner was a gifted student and won several awards for his compositions while he was at the Royal College of Music. After completing his studies, Milner worked as a music teacher and conductor. He also continued to compose music, and his works began to gain recognition. In 1921, he won the Carnegie Award for his composition "The Song of the Sea." Milner's music was influenced by the folk music of England and Scotland. He was particularly interested in the music of the Hebrides, and he spent time there studying the traditional music of the region. This influence can be heard in many of his compositions, which often feature folk melodies and rhythms. One of Milner's most famous works is his "Hebridean Suite," which was composed in 1930. The suite is a collection of four pieces that are based on traditional Hebridean melodies. The suite was well-received and helped to establish Milner as a composer of note. Milner also composed several works for the stage, including operas and ballets. His opera "The Piper of Hamelin" was first performed in 1933 and was based on the famous story of the Pied Piper.
