He was the youngest of three children born to a family of musicians. His father was a pianist, and his mother was a singer. Cisneros grew up in a musical environment, and his parents encouraged him to pursue music from a young age. Cisneros began his musical education at the age of six, studying piano with his father. He showed great talent and dedication, and by the age of ten, he was already performing in public. He continued his studies at the Conservatorio Nacional de Música in Caracas, where he studied composition with Vicente Emilio Sojo, one of the most important Venezuelan composers of the 20th century. In 1970, Cisneros moved to Paris to continue his studies at the École Normale de Musique de Paris, where he studied composition with Nadia Boulanger, one of the most influential music teachers of the 20th century. Boulanger recognized Cisneros' talent and encouraged him to develop his own style. During his time in Paris, Cisneros also studied with Olivier Messiaen, one of the most important composers of the 20th century. Cisneros' music is characterized by a unique blend of Venezuelan folk music and European classical music. He was deeply influenced by the music of his native country, and he incorporated elements of Venezuelan folk music into his compositions. His music is also characterized by a strong sense of rhythm and a colorful orchestration. Cisneros' most famous work is his Symphony No. 1, which he composed in 1975. The symphony is a tribute to the Venezuelan people and their struggle for independence. The work is divided into four movements, each of which represents a different aspect of Venezuelan history. The first movement, "The Conquest," depicts the arrival of the Spanish conquistadors in Venezuela. The second movement, "The Struggle," represents the fight for independence.
