Born on August 14, 1937, in Jersey City, New Jersey, Lucarelli grew up in a family that was passionate about music. His father was a professional musician who played the clarinet, and his mother was a singer. Lucarelli began his musical training at the age of nine when he started playing the clarinet. However, he soon switched to the oboe, which he found more challenging and rewarding.
